Pleasanton, Texas metal buildings
Pleasanton has no zoning, which makes a metal building there simpler than in most towns around San Antonio, but not permit-free. Inside the city limits the City of Pleasanton issues the permit through its online portal, runs fire plan review on the valuation, and holds a shop, shed or carport 25 feet back from the front property line; outside the limits, Atascosa County permits a new commercial building through its Fire Marshal.
A request from this page reaches a single independent metal building contractor, who decides which projects to take on. The ground helps too: by this site measurement about 70 percent of the city sits on soil NRCS rates not limited for small commercial buildings (City of Pleasanton permit pages and the Atascosa County soil survey, checked 2026-10-05).

Lot in or around Pleasanton? Each request goes to one independent contractor, whose call it is which jobs to accept.
Does Pleasanton have zoning, and who permits a metal building?
No zoning. The city says so in its own permit questions, and adds that zoning is in its ten-year plan, so the answer could change; check it again before buying land on the strength of it. No zoning means no district map deciding whether a shop or warehouse is allowed on a lot. It does not mean no permit.
Community Development Services at City Hall, 108 Second Street, handles the permit, and everything runs through My Government Online, the city portal for applications, plans, inspections and contractor registration. A new commercial building is filed by a registered general contractor or an engineer with a set of engineered plans, and civil plans go in as three bound paper sets. Once the plans pass code review and the contractor is registered with the city, the building permit issues and the trade permits follow. Inspections run Monday, Wednesday and Friday, plan review questions go to BB Inspections, 830-872-3325, and the city follows the 2015 International Code Council editions. The permit clerk is 830-569-3867, option 4, and stops taking applications at 4:30 p.m.
Before anyone opens for business in a new building, Pleasanton requires a Certificate of Occupancy permit, with a fire inspection and a building inspection behind it.

When does a metal garage, carport or shed in Pleasanton need a permit?
A shed or shop needs one above 200 square feet; a carport needs one at any size. The city list of residential work that generally needs no permit covers a detached one-story tool or storage shed of 200 square feet or less, and only if it is out of the flood zone and out of every recorded easement. Bigger than that, or in a flood zone, and it is an accessory building permit.
The homeowner or a registered contractor can file it, with a plat or survey of the property showing where the building goes. The setbacks the city states are the same for a shop and a carport: at least 25 feet from the front property line and five feet from the side and back lines. On a house lot, a slab or driveway inside the property line needs no permit, though a driveway approach in the city right of way does.
An addition to the house is a different permit, and it needs an engineered foundation design with the survey and site plan. Electrical, plumbing and mechanical permits go only to licensed trade contractors. For the building types, see detached garages and RV garages and pole barns and post-frame buildings.
| Building | Permit needed | Setback the city states |
|---|---|---|
| Shed or shop, 200 square feet or less | No, if out of the flood zone and every recorded easement | Out of every recorded easement |
| Shed or shop over 200 square feet | Yes, accessory building permit | 25 feet front, five feet side and back |
| Carport, any size | Yes, accessory building permit | 25 feet front, five feet side and back |
| Room addition | Yes, with an engineered foundation design | Shown on the site plan |

What does a commercial metal building cost in Pleasanton permits, and who can file it?
The fire department prices two items on construction valuation. Plan review is $500 for a project up to $250,000, $800 to $500,000, $1,100 to $1,000,000 and $1,600 to $3,000,000. The fire permit across the same bands is $650, $950, $1,250 and $1,750. So a $200,000 steel building pays $1,150 to the fire side alone, before alarm or sprinkler work, which is priced on valuation as well. The city building permit page lists no fee amounts.
Who files matters as much as the fee. Every contractor registers in the city portal before applying, with a valid driver license, the trade master license where the trade has one, and a liability certificate naming the City of Pleasanton that shows at least $300,000 per occurrence, $600,000 aggregate, and $300,000 aggregate for products and completed operations. Ask any builder whether that registration is already on file. At $50,000 of construction cost the plans also need TDLR registration: the TDLR registration sheet. The building itself is on commercial steel buildings.

What ground sits under a Pleasanton slab?
Sand and loam, mostly, which sets Pleasanton apart from the clay towns around San Antonio. Laying the NRCS soil survey of Atascosa County over the city limits, this site measures the Nusil-Rhymes association on about 35 percent of the city and Poth loamy fine sand on about 29 percent, and NRCS rates both not limited for small commercial buildings. Across the whole city about 70 percent of the mapped ground carries that not limited rating, about 15 percent is somewhat limited, mostly Hanis sandy clay loam for shrink-swell, and about 15 percent is very limited.
Most of the very limited ground floods. About 10 percent of the city is soil mapped as occasionally or frequently flooded, the largest unit being Sinton soils, frequently flooded, rated very limited for flooding. A sandy lot still needs a soil report and a foundation designed to it, but the conversation starts in a different place than it does on black clay. What the erector needs from the concrete is on the slab and foundation sheet.
| Soil map unit | Share of the city | NRCS rating | Reason listed |
|---|---|---|---|
| Nusil-Rhymes association, 0 to 5 percent slopes | 34.5 percent | Not limited | None listed |
| Poth loamy fine sand, 0 to 3 percent slopes | 29.0 percent | Not limited | None listed |
| Hanis sandy clay loam, 1 to 3 percent slopes | 5.6 percent | Somewhat limited | Shrink-swell |
| Aluf-Hitilo association, gently undulating | 5.4 percent | Not limited | None listed |
| Sinton soils, frequently flooded | 4.7 percent | Very limited | Flooding |

Water, power and gas for a building in Pleasanton
Three providers, not one. The city Utilities Department supplies water, sewer and trash; the city names AEP Texas or Karnes Electric for electric service; and gas is CenterPoint Energy. Find out which of the two electric providers serves the lot before the electrical drawings start.
New water service starts with the city Utilities Application and Customer Service Agreement, sent to [email protected] or filed at City Hall with the deed or lease, an ID and the deposit, $200 being the standard residential amount. Streets and drainage inside the limits belong to the City Engineer, 830-569-3867 extension 227, whose department also keeps the city water well permit application.
There is no Edwards Aquifer plan in Pleasanton. The TCEQ map of regulated zones shows nothing inside the city, the nearest zone is about 37 miles from the middle of town, and the TCEQ program names Bexar, Medina, Comal, Uvalde and Kinney counties in this region, not Atascosa.

Past the Pleasanton city limits, Atascosa County takes over
Outside the city a new commercial or public building, or a building of four or more homes, needs the Atascosa County building permit from the Fire Marshal and Emergency Management Office, 711 Broadway in Jourdanton, 830-769-2029. A single-family house needs none. The application goes in with two sets of plans or one digital copy, and a Certificate of Compliance after the final inspection comes before a business opens. The county fee schedule charges a flat $200.00 under $6,250.00 of valuation and uses $75.00 a square foot to value commercial construction (county records, checked 2026-09-13).
Septic is Atascosa County Environmental Health, 830-769-2748: every system is designed by a licensed site evaluator, a registered sanitarian with that license, or an engineer, and a commercial conventional system is $350 against $600 for aerobic. The county charges $200 for a commercial floodplain permit and $500 a commercial driveway. A drive onto a state highway is TxDOT Form 1058 at the San Antonio District, 210-615-1110: the TxDOT and county driveway sheet. The rest is on the Atascosa County sheet.

Getting a Pleasanton metal building priced
Three facts shape the first number: inside or outside the city limits, how much of the lot is mapped floodplain, and the building valuation that drives the fire review and permit. No zoning removes a step, but the city setbacks and the portal registration do not go away.
Each request goes to one independent metal building contractor, who chooses the projects it takes. Texas licenses no builder, which the San Antonio and Bexar County permit sheet covers, and Pleasanton wants every contractor registered in its portal before a permit. The order of steps for the region is in the start-to-finish San Antonio guide.
