Which building type should you start with?
Start with the use, because the use decides the paperwork. Whether the building is a private residence decides whether the Texas Accessibility Standards reach it, since the accessibility law and standards do not apply to a private residence. Whether the site is inside San Antonio or in unincorporated Bexar County decides whether Development Services or the county Fire Marshal looks at it first. Whether the land sits on the Edwards Aquifer zones in Bexar or Medina decides whether a protection plan comes before construction. And how much soil the pad disturbs decides whether stormwater coverage applies.
So pick the building type closest to how you will use it, and let the contractor who walks the site sort the rest. Not sure yet is a fine answer on the form.
