Which sheet should you start on?

Start from the use, because the use drives the paperwork. Four questions sort most of it:

Is it a private residence? Then the accessibility law and the Texas Accessibility Standards stay out of it.
Is the lot inside San Antonio, or out in unincorporated Bexar County? That decides whether Development Services or the county Fire Marshal sees it first.
Does the land sit over the Edwards Aquifer zones in Bexar or Medina? Then a protection plan comes before construction.
How much soil will the pad disturb? That decides whether stormwater coverage applies.
