Metal shop builders and workshops in San Antonio, Texas

A metal shop is a steel building you work in: a door wide enough to drive through, a slab you can roll a jack across, and a clear floor with no posts in the way. Around San Antonio it takes a permit from the office that has your address, a foundation designed for the frame and the floor loads, power run to a panel, and one independent metal building contractor to price it and put it up.

Who permits your shop: city or county?

The address decides. Inside a city, the city reviews a shop like any other structure. Outside, a county reaches a building through much narrower powers.

San Antonio typically requires a permit to build, remodel, repair or tear down a structure. It exempts one-story detached accessory structures used as tool and storage sheds, playhouses and the like, up to 300 square feet and within the setbacks in Unified Development Code section 35-370(b), and names no bigger exemption, so a working shop is past it.

Every other city draws its own line, and the three checked for this sheet are nowhere near each other. Which city and county have your address: the county index.

Outside the cities, Bexar County is the one to know. Its Fire Marshal Office at 210-335-0300 decides when structures not for single-family dwelling use need building permits, and the county counts one structure with three or fewer dwelling units as single-family. The county pages list no county building permit requirement for a dwelling of one to three units and say nothing about a detached workshop on that lot, so call before ordering steel. Local Government Code Chapter 233 leaves a county with no general commercial building code; where a county does have a fire code, its permit reaches commercial establishments, public buildings, and multifamily residential dwellings of at least four units.

Where three cities on this site draw the accessory-building permit line, from each city page checked 2026-09-13. Three cities, three lines, so check the one that has your address.

The $50,000 accessibility rule and a shop at your house

It skips the part you live in. TDLR says the architectural barriers law and the Texas Accessibility Standards are meant for public and commercial buildings and stay out of private residences. The 2012 standards draw the edge: when a commercial facility or public accommodation sits inside a private residence, the part used only as a home is outside the standards, and the part used to run the business is inside them.

A shop that is the business building takes the full path. Any project with $50,000 or more in total estimated construction cost must be registered with TDLR, with the construction documents going to a registered accessibility specialist under Administrative Rule 68.50, and Government Code 469.003 reaches a building that meets the federal Americans with Disabilities Act definition of a commercial facility on or after September 1, 1993. Below $50,000 a job need not be registered but is still held to the standards, and the TDLR pages checked do not say whether a local jurisdiction or building official may require registration below $50,000, so ask the local office.

The sequence costs more than the $175 filing fee. Government Code 469.102 keeps the owner from applying for a local permit, or starting work, until the plans have gone to TDLR, and keeps a local official from taking the application without checking the registration. Cibolo asks for that number on any project over $50,000.00 (City of Cibolo commercial projects page, checked 2026-09-13).

The slab's two loads, and whose stamp goes on the drawing

Two loads, and most owners price one. The frame puts its reactions into the column bases, so the concrete gets poured to the anchor bolt plan in the package. The floor carries whatever you set on it: a loaded truck, a two-post lift bolted through the slab, a press, a bench. A lift you add in year three is a slab decision you make now. What the concrete has to do: the slab and foundation sheet.

The dirt changes across these counties, sometimes inside one. Bexar goes three ways: shallow soil over hard limestone up north, where Tarrant soils are a few inches to about 10 inches of clay over rock; deep Houston Black shrink-swell clay east and west that cracks wide as it dries; and loamy sand over a fine-textured subsoil to the south (USDA Soil Conservation Service, Soil Survey of Bexar County, Texas, 1966, checked 2026-09-13). In Wilson County, the Elmendorf-Luling-Denhawken association carries shrink-swell potential and corrosivity to uncoated steel pipe (Soil Survey of Wilson County, Texas, 1977, checked 2026-09-13). Get a soil answer before a slab drawing.

Whose stamp turns on the span. Occupations Code 1001.056 lets a building skip the state engineering chapter when nobody holds out to offer engineering services to the public and the building is one story, 5,000 square feet of floor or less, with no clear span wider than 24 feet across its narrow side; with longer spans, only the roof framing has to be engineered or pre-engineered. Inside San Antonio, a Texas professional engineer has to design and stamp the foundation and structural framing.

Door height, and whether to insulate

Measure the tallest thing that will ever drive in, a rack or a fifth wheel included, then add what hangs over the opening: the track, the opener, the header. Doors are framed openings, not add-ons, so size, count and placement ride on the building order, and eave height is the same question turned on end.

Insulation has two jobs and only one is comfort: warm, damp air on a cold steel panel sweats, and the water drips on whatever is below. Which energy code applies depends on the building. The State Energy Conservation Office names the 2015 International Energy Conservation Code as the adopted Texas energy code for commercial construction and leaves out single and two-family homes of three stories or fewer. San Antonio skipped the energy code in its 2024 adoption and stays on the 2021 edition.

Aquifer plan and stormwater on a shop pad

North and west of San Antonio, a shop pad can need an aquifer plan, and it is the longest clock on this sheet. On the recharge, transition or contributing zone, construction cannot start until TCEQ approves an Edwards Aquifer protection plan, and TCEQ lists Bexar and Medina among the counties here. Only parts are regulated, and TCEQ sends you to its map viewer for a given lot.

A house lot is not automatically out. Construction at a private residence on those zones falls under the rules, and TCEQ lists when a homeowner may not need a plan of their own: a home in a master community whose plan is already approved, a lot over five acres with no more than one residence, or impervious cover held at or under 20 percent of the lot. Rooftops, driveways, concrete pads, sheds and sidewalks all count, so the roof, the apron and the drive add up together.

Stormwater goes by acreage, not zone. Disturbing an acre or more, with runoff to surface water in the state, takes coverage under the TCEQ construction general permit and a pollution prevention plan before work starts; a lot under one acre that belongs to no wider common plan of development or sale is outside the permit. Most shop pads come in under that line; one with a new drive and a graded yard can cross it.

Power, water and septic on a bare lot

Power is a scheduling job, not a hookup. For a business building on a new service, CPS Energy posts about 15 business days for underground crews to set the transformer and 10 business days to set the meter and energize after the city inspection release. It calls its charge the customer construction cost and posts no dollar amount.

Outside CPS territory the co-op sets the clock. Medina Electric Cooperative runs its own commercial application for a location that never had power, takes a non-refundable $100 engineering fee before the site visit, calls for 40 feet of cleared right of way, and usually needs four to six weeks once a job goes to construction. Guadalupe Valley Electric Cooperative asks for three to five weeks from the request.

Add a bathroom or a wash bay and septic becomes a permit, not a plumbing line. Building, installing, altering, extending or repairing a septic system (an on-site sewage facility, in the state's words) requires a permit and approved planning materials, and the permitting office has 30 days to rule. Rule 30 TAC 285.5 settles who may design it: a professional engineer or professional sanitarian seals the planning materials for non-standard treatment or disposal and for all new construction on the Edwards Aquifer recharge zone. The rules count any building that is not a single-family home or a duplex as commercial, and each county here has its own authorized agent, so TCEQ is not the office.

Hiring a metal shop builder: what to get on paper

A shop suits an owner who works on the property: a homeowner whose projects have eaten the garage, a tradesman who needs a yard building with a bench and a bay, a rancher who wants somewhere dry to fix things, not just park them. If it is really covered parking with a tall door, see RV and detached garages. If customers, patients or staff walk in, it is a commercial steel building, and accessibility and plan review change with it.

On most shops one independent metal building contractor handles the pricing, the building order, the dirt work and concrete, and the erection, or a builder and a concrete sub split it. Home builders and general contractors hold no state license in Texas, and TDLR's list of regulated trades has no builder, remodeler, roofer or metal building program. Electricians, air conditioning contractors and plumbers carry their own licenses, so ask for those, and an engineer's seal, by name.

Get on paper: width, length and eave height; the door schedule; slab thickness, reinforcing and the anchor bolt plan; the insulation package; who pulls the permit, and where; who files the TDLR registration if this is a business building; who applies for the septic and the drive; and what is left out, the power run above all. No metal building company serving this area posts a price, so the number comes off your span, door height, floor loads and the dirt on your lot. The build order: the start-to-finish San Antonio guide.

What owners ask

Is a permit required to build a metal shop in San Antonio, TX?

Inside city limits, yes, for a working shop. The City of San Antonio typically requires a building permit to build, remodel, repair or tear down a structure, and exempts only one-story detached tool and storage sheds, playhouses and the like, up to 300 square feet, within the setbacks in Unified Development Code section 35-370(b). Outside the cities, in unincorporated Bexar County, the Fire Marshal Office at 210-335-0300 decides when structures not for single-family dwelling use need permits, and the county counts one structure with three or fewer dwelling units as single-family. Checked at sa.gov and bexar.org, 2026-09-13.

Is TDLR registration needed at $50,000 for a workshop at my house?

TDLR says the architectural barriers law and the Texas Accessibility Standards are meant for public and commercial buildings and facilities, and stay out of private residences. The 2012 standards draw the limit: when a commercial facility or public accommodation sits inside a private residence, the part used only as a home is outside the standards, and the part used to run the business is inside them. For a covered building, any project with $50,000 or more in total estimated construction cost must be registered with TDLR, with the construction documents going to a registered accessibility specialist for review. Checked at tdlr.texas.gov, 2026-09-13.

Is an engineer required for a Texas metal shop?

That turns on the span and who owns it. That section also exempts a private home, a garage or other structure pertinent to one, and a private building serving only farm, ranch or agricultural use. Checked at Texas Legislature Online, 2026-09-13.

How much do metal shop builders charge around San Antonio?

No metal building company serving the San Antonio area posts a price; the four company sites checked all send you to a quote request, so a figure only comes as a quote on the actual lot. What moves the number: width and clear span, eave height, doors, insulation, the slab the soil and floor loads call for, the dirt work, and how far power, water and septic have to run. Checked at four San Antonio-area metal building company websites, 2026-09-13.
