What is in a pre-engineered package, and what is not?

Your order is the only authority on that, and the line to find is between material and work. A package is steel and paper: main frames, purlins, girts, roof and wall panels, fasteners, trim, the framed openings you specified, and the drawings, including the anchor bolt plan the foundation is designed around.

What comes off the truck is not a building. Two quotes that look far apart usually quote different jobs, so read the split below against your own order before comparing them. Where each of those scopes falls in the schedule is set out in building a metal building in San Antonio.

What do metal building erectors do, and what license do they hold?

They set steel. The crew checks the cured pour against the anchor bolt plan, stands the main frames, plumbs and braces them, runs purlins and girts, then sheets the roof and walls. On most packages one independent local metal building contractor serving the San Antonio area carries the dirt work, the concrete and the erection; on others the crew follows a concrete sub.

There is no erector license to check. Texas has no license for a home builder or a general contractor, and the TDLR list of regulated industries names no builder, remodeler, roofer or metal building program. Electricians, air conditioning contractors and plumbers hold their own licenses, so those and the engineer seal are what to ask for.

Does the permit still apply if you already own the building?

Yes. The permit is for putting a structure on a piece of ground, not for buying one.

Inside the City of San Antonio a commercial project runs plan review at Development Services, from zoning through inspections and a certificate of occupancy. In unincorporated Bexar County the Fire Marshal Office at 210-335-0300 determines when building permits are required for structures not for single-family dwelling use, and that permit covers site clearing, so the clearing waits on the permit.

The two are not even on the same code edition: San Antonio adopted the 2024 International Code Council codes on January 30, 2025, unincorporated Bexar the 2021 International Fire and Building Codes effective January 1, 2024. Ask the seller which edition your package was engineered to. The other six counties differ again, so pick your county on the seven counties and take the path from the county sheet there.

The slab is poured to the anchor bolt plan, not the other way round

The frame is held down by bolts cast into the concrete in the pattern and at the projection the package drawing calls for, and the column reactions on that same drawing size the foundation. Package drawings, then a foundation designed to them, then concrete, then steel. A slab poured ahead of the plan may be drilled, cut or poured again, and that correction is an engineering decision.

What the concrete sits on changes inside one county: shallow or very shallow stony soil over Glen Rose and Edwards limestone in north Bexar, deep Houston Black clay that opens wide cracks as it dries in the uplands east and west, loamy sand over a finer subsoil in the south (USDA Soil Conservation Service, Soil Survey of Bexar County, Texas, 1966, read 2026-09-13). Rock changes the excavation, clay changes the slab section, sand changes compaction.

Who signs the drawing turns on the office and the span. The City of San Antonio commercial project application guide states that all structural sheets, the foundation and the structural framing, must be stamped and designed by a Texas professional engineer. Statewide, Occupations Code 1001.056 exempts from the engineering chapter, where no engineering services are offered to the public, a one-story building of not more than 5,000 square feet with no clear span greater than 24 feet on the narrow side, and requires only the roof supporting members to be engineered or pre-engineered where spans run longer. Does the steel you already bought count toward the $50,000 line?

Assume it does until the design professional filing your plans says otherwise. TDLR requires a building project with a total estimated construction cost of $50,000 or more to be registered, with construction documents going to a registered accessibility specialist under Administrative Rule 68.50. TDLR publishes exclusions rather than an inclusion list, and steel is not among them: site acquisition, architectural, engineering or consulting fees, furnishings, and equipment that is not part of the building mechanical systems.

The sequence bites an owner with steel on order: Government Code 469.102 bars the owner from applying for a local building permit or starting construction before the plans go to TDLR, and bars a local official from accepting that application without verifying the building is registered.

On a Bexar or Medina site, which clock starts before the dirt work?

The Edwards Aquifer plan, the longest clock on this page. TCEQ requires an approved protection plan before construction begins on the recharge, transition or contributing zone, and in the San Antonio region names Bexar, Medina, Comal, Uvalde and Kinney counties. Only portions are regulated, and TCEQ points to its own map viewer to settle a site. On the recharge zone a regulated activity needs an approved water pollution abatement plan, and TCEQ names construction of buildings, clearing and excavation among those activities.

Measure it against your delivery date now: administrative review is scheduled two weeks from submission and can take up to 30 days, technical review then has 90 calendar days, and regulated activity may not begin until approval is issued. Stormwater runs on acreage instead, taking TCEQ construction general permit coverage at one disturbed acre or more, and that coverage does not release an aquifer site.

Septic, water and power on a rural lot that has none of them

The steel goes up without them; the certificate of occupancy does not, so start them while the frame is on paper. Septic is a permit, not a plumbing line: a permit and approved planning materials are required to construct an on-site sewage facility, the authority has 30 days to approve or deny, and the rules count any building that is not a single-family dwelling or duplex as commercial. Rule 30 TAC 285.5 has a professional engineer or a professional sanitarian seal those materials for all new construction in the Edwards Aquifer recharge zone, and every county here has its own authorized agent, so TCEQ is not the office.

Power is a schedule with a deposit at the front. Medina Electric Cooperative runs a separate commercial application where a location never had electricity, takes a non-refundable $100 engineering fee before the site visit, and normally takes four to six weeks once a job goes to construction.

Who this fits, who it does not, and what to get in writing

It fits an owner who already holds a package and wants one scope priced: dirt, concrete, erection. It does not fit an owner who has not ordered yet and is shopping erection labor to save money, because the frame, the foundation and the openings are one engineering decision, and splitting them early is how a slab gets poured twice. Get five things in writing: which anchor bolt plan the slab is poured from, who seals the foundation drawing, who pulls the permit, who files the TDLR registration if the project crosses $50,000, and who unloads, stores and insures the steel between delivery and erection.
