Alamo Metal Buildings

Warehouses and industrial buildings in San Antonio, Texas

A metal warehouse is a pre-engineered steel building laid out around what moves through it: the span across the floor, the height at the eave, and the doors trucks use. Pricing it and standing it up falls to one independent metal building contractor.

More on this

The steel seldom sets the schedule here; the permits, the pad and the power do.

How a warehouse differs from every other metal building

The floor is what you are buying. Pallets, racks or vehicles move through a volume, so span, aisles and doors come first. Clear span or a column grid? A clear-span frame carries the roof wall to wall with nothing in between, which is what racking and forklifts want; a multi-span frame uses lighter steel for the same width, at the cost of posts in the floor.

The slab is its own load problem. The frame puts its reactions into the column bases; the floor carries rack legs, forklift wheels and whatever gets stacked, so thickness, reinforcing and joints are designed to that load.

The span also decides whose stamp goes on the drawings. Occupations Code 1001.056 lets a building skip the state engineering chapter when nobody holds out to offer engineering services to the public and the building is one story, 5,000 square feet of floor or less, with no clear span wider than 24 feet across its narrow side. A warehouse blows past both limits on the first sketch, and inside the City of San Antonio every structural sheet, foundation and structural framing, needs a Texas professional engineer's stamp. The architect statute mostly steps aside: under 1051.606, someone who does not present themselves as an architect may draw plans for a commercial building in private hands no taller than two stories and no larger than 20,000 square feet, and, separately, for a warehouse the public has limited access to.

Height, door count, and whether you need a dock

Work back from the tallest thing you store and the tallest thing that drives in. Eave height sets how high you can stack, once you subtract whatever hangs below the frame: lights, heaters, fire protection, door tracks. Cheap to change at order time, a new building later.

Dock height is a dirt question more than a steel one. A dock-height floor sits at trailer bed height, so the slab and apron finish at two elevations and the approach and drainage get designed with the pad. Drive-in doors at grade make for simpler ground work.

Overhead doors are framed openings, not add-ons: how many, how big and where all ride on the building order, since the jambs, headers and bracing are engineered in.

Who permits a warehouse, and where the fire code comes in

Past city limits, a county can reach a warehouse through one power only: the fire code. Under Local Government Code 233.061, only a county of more than 250,000 people, or one bordering a county that size, may adopt one. Section 233.062 aims it at commercial establishments, public buildings, and multifamily residential dwellings of at least four units, and exempts an industrial plant with a fire brigade that meets federal occupational safety rules; 233.063 bars building without a county permit and bars occupancy until a certificate of compliance issues. Chapter 233 leaves a county with no general commercial building code.

Bexar County is the anchor. Its Fire Marshal Office, 210-335-0300, decides when structures not for single-family dwelling use need building permits, and that permit reaches site clearing, so the pad is permitted before the first blade of dirt moves. The county works from the 2021 International Fire and Building Codes, in force January 1, 2024. The other six vary: four of the seven post a county permit path for a non-residential building and three post none on any page checked, which describes those sites, not an exemption from state rules. Each county page gives its own answer, all indexed on the county index.

Inside San Antonio the city reviews it, and size buys no shortcut: storage, factory and high hazard occupancies are complex plans at any size, 18 calendar days for the first technical review against eight business days on the minor-plan track. The fee comes off a valuation the city sets from International Code Council costs per square foot with an Army Corps of Engineers modifier. Add offices or a counter and it acts like a commercial steel building.

Sprinklers and the occupancy classification sit inside the adopted code, so take both to the fire marshal or city reviewer before sizing the building.

The $50,000 accessibility line and a warehouse

Assume it applies until the design professional says it does not. Any project with $50,000 or more in total estimated construction cost must be registered with TDLR, with the construction documents going to a registered accessibility specialist under Administrative Rule 68.50. Government Code 469.003 reaches a building that meets the federal Americans with Disabilities Act definition of a public accommodation on or after January 1, 1992, or of a commercial facility on or after September 1, 1993.

The sequence stings more than the $175 filing fee. Section 469.102 keeps the owner from applying for a local building permit, or starting work, until the plans have gone to TDLR, and keeps a local official from taking the application without checking the registration. Atascosa County says the same: its Fire Marshal office may turn the application away until the registration number and TDLR Form AB042 are handed over (Atascosa County Fire Marshal permit documents, checked 2026-09-13).

Stormwater and the aquifer plan go by acreage, and warehouse pads are big

Stormwater first. Work that disturbs an acre or more of soil, with runoff to surface water in the state, needs coverage under the TCEQ construction general permit, with a pollution prevention plan before work starts. Bexar County layers a $500 storm water quality permit on the same trigger and suggests filing it 45 days before the Permit Verification Form (Bexar County Public Works, checked 2026-09-13). The table lays out each tier.

North and west of San Antonio, the aquifer plan is the longest clock on the job. On the recharge, transition or contributing zone, construction cannot start until TCEQ approves an Edwards Aquifer protection plan, and TCEQ lists Bexar and Medina among the counties on this site. On the recharge zone that means a water pollution abatement plan for building, clearing or digging; the contributing zone trips at five acres. Technical review runs 90 calendar days after an administrative review of up to 30, and the fee runs from $3,000 for a non-residential job under one acre up to $10,000.

Can a truck get in and turn around?

Settle that before laying out the building: access has its own permit and can move the footprint. A new or changed driveway onto a state highway means filing Form 1058 at the local TxDOT district office, and the right of way stays untouched until the permit is executed in full and TxDOT has 24 hours notice. The San Antonio district, 210-615-1110, covers six of the seven counties here; Karnes belongs to another district.

On a county road the county usually issues it, with office, fee and geometry all changing at the county line. One county posts geometry that shapes a site plan: Atascosa County spaces commercial drives at least 60 feet apart, 120 feet on major thoroughfares, allows only one on a commercial tract with 95 feet or less of frontage, and sets a 300-foot sight requirement (Atascosa County driveway standards adopted June 25, 2018, checked 2026-09-13). Offices and fees by county: the driveway access sheet.

Septic, water and power take lead time on a rural lot

Septic first, since the state rules do not treat a warehouse like a house. They count any building that is not a single-family home or a duplex as a commercial or institutional facility, and 30 TAC 285.5 requires a professional engineer or sanitarian to seal the planning materials for non-standard treatment or disposal and for all new construction on the Edwards Aquifer recharge zone. The permit comes before the install, and each county here has its own authorized agent, so TCEQ is not the office. Power is a scheduling job, not a hookup:

  • CPS Energy splits commercial customers at 300 KVA of diversified load: under it, small commercial on overhead transformers; at or over it, large commercial on a pad-mounted transformer, with about 15 business days posted to set that transformer.

  • Medina Electric Cooperative counts industrial warehouses as commercial, takes a non-refundable $100 engineering fee before the site visit, calls for 40 feet of cleared right of way, and usually needs four to six weeks once a job goes to construction. Guadalupe Valley Electric asks for three to five weeks from the request for new service at a newly built location, and charges developers and builders a $6,000 engineering deposit before design, along with the development application, master plan, unit plat, utility plans and civil construction plans it asks for.

Who needs a warehouse, who builds it, and what the estimate should say

It suits an owner with stock, equipment or a production line that has to be enclosed, locked and worked in year-round, on ground that takes truck traffic. It is the wrong building for parking: a roof over ranch equipment, trailers or a fleet that never comes inside costs less open-sided, under storage buildings for equipment and RVs. A bay or two for your own trucks is a shop. The order of work: the start-to-finish San Antonio guide.

Two numbers decide whether a warehouse price means anything: the floor load the slab is designed for, and the door schedule. Put both in the request, and it reaches a single independent metal building contractor, whose call it is which jobs to accept; a Texas professional engineer seals the structural drawings. Texas licenses no home builder or general contractor, so that seal, plus the electrical, plumbing and air conditioning licenses, are the credentials worth asking about.

Get on paper: the span, eave height and bay spacing assumed; the door schedule; the floor load the slab is designed for; who files the TDLR registration, the permit, the stormwater notice and the aquifer plan; and what is left out, utility extensions and the apron above all. No company serving this footprint posts a warehouse price, and a building sized to your racking and trucks is no catalog item, and no metal building company serving the San Antonio area publishes a price for one.

What owners ask

Which office permits a metal warehouse outside San Antonio city limits?

In unincorporated Bexar County, the Fire Marshal Office at 210-335-0300 decides when structures not for single-family dwelling use need building permits, and that permit reaches site clearing as well as the build. The county adopted the 2021 International Fire and Building Codes, in force January 1, 2024. Outside Bexar the answer changes at the county line: under Local Government Code 233.061 only a county of more than 250,000 people, or one bordering a county that size, may adopt a fire code, and 233.062 aims it at commercial establishments, public buildings, and multifamily residential dwellings of at least four units, exempting an industrial plant with a fire brigade that meets federal occupational safety rules. Checked at bexar.org and Texas Legislature Online, 2026-09-13.

Is an architect needed on a Texas warehouse?

Not under the architect statute, for a privately owned one. Under Occupations Code 1051.606, someone who does not present themselves as an architect may draw plans for a commercial building in private hands no taller than two stories and no larger than 20,000 square feet, and, separately, for a warehouse the public has limited access to. Section 1051.703 requires an architect on new public-entity buildings costing over $100,000 used for education, assembly or office occupancy. Engineering is a separate matter: inside the City of San Antonio, every structural sheet, meaning the foundation and the structural framing, must carry a Texas professional engineer's stamp. Checked at Texas Legislature Online and the City of San Antonio commercial project application guide, 2026-09-13.

Before a warehouse pad is graded, how long does the Edwards Aquifer plan take?

TCEQ sets the administrative review two weeks after submission and gives it up to 30 days; technical review then has 90 calendar days; and no construction may start before approval issues. An approved plan must be in hand before construction starts on the recharge, transition or contributing zone, and for this region the program lists Bexar, Medina, Comal, Uvalde and Kinney counties, with only parts of the aquifer regulated. The fee goes by the acreage of the whole property and the kind of development, with a $650 floor and a $10,000 ceiling; a non-residential job, which TCEQ defines to include commercial and industrial sites, pays $3,000 below one acre. Checked at tceq.texas.gov, 2026-09-13.

Is TDLR registration needed for a $50,000 warehouse?

Any project with $50,000 or more in total estimated construction cost must be registered with TDLR (Texas Department of Licensing and Regulation), with the construction documents going to a registered accessibility specialist for review under Administrative Rule 68.50, and the project filing fee is $175. Government Code 469.102 keeps the owner from applying for a local building permit, or starting work, until the plans are sent in, and keeps a local permitting official from taking the application without checking the registration. Whether the building is covered turns on Government Code 469.003, which reaches a building that meets the federal Americans with Disabilities Act definition of a public accommodation or of a commercial facility.
