What is a metal church building?

A rigid steel frame carrying the roof and the walls, so nothing stands between the back row and the platform. Bay spacing, eave height, doors and trim are fixed in the order, because the frames are punched and welded for them at the plant. The congregation gets sightlines that work and a shell that re-partitions later without touching the structure.

An assembly building sits outside the state's small-building exemption. Occupations Code 1001.056 exempts a one-story building of not more than 5,000 square feet from the engineering chapter, where no engineering services are offered to the public and no clear span on the narrow side is greater than 24 feet. Its other exemptions are a private dwelling, a garage pertinent to one, and a farm or ranch building. A sanctuary is none of those.

Who does a metal church building fit, and who does it not?

A congregation that needs one long-span room plus a lower block for a hall, classrooms, offices and restrooms. A community hall, a lodge or a nonprofit meeting space works the same way.

Two readers should look elsewhere. If the room is a gym or a court the public plays on, the ceiling height and the open-sided question change, and that is covered courts and indoor pickleball buildings. If it is a workshop behind a house rather than a place people are invited into, the accessibility picture changes: TDLR states the architectural barriers law and the Texas Accessibility Standards apply to public and commercial buildings and not to private residences, while the 2012 standards keep the portions of a residence used in operating a business covered. That lane is metal shops and workshops.

Does a church building have to be registered with TDLR at $50,000?

Plan on it. A project whose total estimated construction cost reaches $50,000 or more has to be registered with TDLR, and a full set of construction documents goes to a registered accessibility specialist for review under Administrative Rule 68.50. Government Code 469.102 then bars the owner from applying for a local building permit before those plans are submitted, and bars a permitting official from accepting the application unless the official verifies that the building is registered. Atascosa County runs that at its own counter: where Chapter 469 applies, the Fire Marshal may refuse the application until the project is registered, and the applicant supplies the registration number and TDLR Form AB042 (Atascosa County Fire Marshal and Emergency Management Office, Permit and Inspection Process Overview, read 2026-09-13).

The religious wrinkle is narrower than congregations expect. Government Code 469.003 excludes a place used primarily for religious rituals inside a building of a religious organization. That is a place inside a building, not an exemption for everything a congregation puts up, and TDLR or the design professional filing the plans decides which parts it reaches. The fees, the plan review and the inspection are in TDLR registration for projects over $50,000.

Which office reviews church plans, and who seals them?

Whichever office holds the address. Inside San Antonio an assembly building is a complex plan whatever its square footage: three business days for the completeness review, 18 calendar days for the initial technical review, nine for resubmittals. A business or mercantile project under 8,000 square feet gets the eight-business-day review instead, so a church waits longer than a retail suite of the same size.

Outside a city the answer changes at each county line, because Local Government Code Chapter 233 gives a county no authority to adopt a general commercial building code and opens a fire code permit only to a county over 250,000 in population or adjacent to one. Guadalupe County requires a permit before anyone constructs a commercial establishment, public building or multi-family dwelling in the unincorporated county, under a fire code order effective February 1, 2026 (Guadalupe County Commissioners Court fire code order, January 27, 2026, read 2026-09-13). Wilson County publishes no county building permit as such, and its development permit at $100 per application has a commercial structure schedule a fire safety meeting before approval. The Medina, Karnes and Frio county sites list no county building permit at all. Your county sheet is on the seven counties.

On the seal, the city is explicit: all structural sheets, the foundation and structural framing, are required to be stamped and designed by a Texas professional engineer. The architect question turns on ownership, since Occupations Code 1051.703 reserves plans to an architect for a new building costing over $100,000 that is owned by a state agency, a political subdivision or another public entity and used for education, assembly or office occupancy. The city lists architect-sealed documents as a submittal item with no threshold of its own, so ask the reviewing office.

How much parking does an assembly building need?

That comes from the jurisdiction holding the address, and no record on this site carries a parking ratio for an assembly use, so this page prints none. Ask the reviewing office for the space count, the accessible stall count and the drive aisle geometry before the footprint is fixed on the survey. The lot commits more ground than the building does, and a congregation arrives and leaves in one block rather than across a day.

The approach is its own permit. For a new or revised driveway onto a state highway the applicant submits TxDOT Form 1058 to the local district office, only the property owner or an authorized representative may apply, and no work may start on the right of way until the permit is executed and TxDOT has had 24 hours notice. Six of these seven counties fall in the TxDOT San Antonio District at 210-615-1110; Karnes County does not, so a driveway there runs through another district. On a county road the county usually issues it, and the office and the fee differ by county line, so confirm with the county that holds the address.

The sanctuary clear span, and what the slab under it carries

Frames land on anchor bolts cast into the concrete at the spacing on the manufacturer's anchor bolt plan, and the column reactions on that plan size the footings. A long span concentrates more load into fewer columns, so the footings under a sanctuary are not the footings under a storage building of the same square footage. Concrete placed before that plan exists gets drilled, cut or replaced.

The ground decides the rest. The northern hills of Medina County are very shallow cobbly clay about 16 inches thick over fractured limestone bedrock, with coarse fragments covering 35 to 90 percent of the surface, while the south of that county is deep loamy and clayey soil on broad, smooth uplands (USDA Soil Conservation Service, Soil Survey of Medina County, Texas, 1977, read 2026-09-13). Rock near the surface changes what footing excavation costs. Deep clay changes the slab section instead.

The fellowship hall, the kitchen and the septic question

The big room is the cheap part per square foot. The costly parts are the ones with plumbing and conditioned air: a kitchen, restrooms sized to the seating, classrooms and offices. Decide early whether the hall shares the sanctuary shell or sits in its own lower building, because that changes the frame, the mechanical zoning and the door schedule, and all three lock when the steel is ordered.

On a lot with no sewer main the septic design follows the fixture count rather than the footprint, and state rules put a church on the commercial side: they define a commercial or institutional facility as any building not used as a single-family dwelling or duplex. A permit and approved planning materials are required before the system goes in, and the permitting authority approves or denies within 30 days. A professional engineer or professional sanitarian must prepare and seal those materials for non-standard treatment or disposal and for all new construction in the Edwards Aquifer recharge zone. Every county here has its own authorized agent on the TCEQ record, so TCEQ is not the office anywhere in the seven.

Does a church pad need an Edwards Aquifer plan or stormwater coverage?

Possibly, on the north side of Bexar and Medina counties, and this filing is the longest clock on the whole job. TCEQ requires an approved Edwards Aquifer protection plan before construction begins on the recharge, transition or contributing zone, and names Bexar and Medina among the counties in this region. TCEQ regulates only portions of the aquifer and points to its own map viewer to settle whether a given site sits over a regulated zone. On the recharge zone the water pollution abatement plan covers the building, the roads, the clearing and the excavation. On the contributing zone a plan is needed where the activity disturbs at least five acres, and a sanctuary with its lot and approach crosses five acres sooner than the building alone suggests.

Administrative review is set two weeks from submission and can take up to 30 days, technical review then has 90 calendar days, and construction may not begin until approval issues. Stormwater is a separate filing set by disturbed acreage, at one acre or more, with a pollution prevention plan implemented before work starts. That coverage does not release a site over the aquifer: the construction general permit bars work at an Edwards-regulated site until the protection plan is approved.
