Seguin, Texas metal buildings
A metal building in Seguin, whether a shop, a garage or a commercial building on a highway lot, answers to the address first: inside the city limits the City of Seguin permits it, and outside them, the ETJ included, the lot is in unincorporated Guadalupe County. Each request from this page is sent to a single independent metal building contractor, and that contractor alone decides which jobs to take on.
Inside the limits, three city rules shape the building before any steel is ordered: no building permit issues until the lot is platted or fits an exception, anything but a house needs a site development permit, and along IH 10, SH 46, SH 123 and FM 725 no metal wall may show to the road (Seguin Unified Development Code, checked 2026-09-27).

Lot in or around Seguin? Each request goes to one independent contractor, whose call it is which jobs to accept.
Inside Seguin, in the ETJ, or in Guadalupe County: who permits a metal building?
Inside the city limits, the Building Official. Building, enlarging, altering, moving or re-roofing a building, or changing what it is used for, takes a permit application, and on a hired job the contractor files it with the plans. Seguin works from the 2021 International Building, Residential and Energy Conservation Codes and the 2018 International Fire Code, and it sets permit fees by square footage under House Bill 852 without posting the amounts, so the Permits Department on 830-401-2435 has the number. An owner who owns and lives in the house as a homestead may pull the permit and do the work personally.
Two approvals come before that permit. The lot has to be platted, or fit an exception such as an accessory building on an unplatted lot inside the limits, and any development other than a single-family house needs a site development permit, whose site plan is approved before the building permit issues.
The ETJ is a different answer. There the city applies only its sign, subdivision and platting rules; its building permit, site development, floodplain and certificate of occupancy sections stop at the city limits, and state law gives a city no power to require its building permits out there, though a required development plat can still hold up any permit on the tract. The ground past the limits is unincorporated Guadalupe County, where the County Fire Marshal permits a commercial establishment, a public building or a residential building of four or more units under the fire code order in force since February 1, 2026. The order exempts an agricultural building used to produce or process food, shelter livestock, or shelter tools and equipment essential to a farm or ranch. The Guadalupe County sheet lays out that permit row by row.

Can a metal shop or garage go behind a house in Seguin?
Yes, as an accessory building, and Seguin defines that term tightly. In a residential district it is a building on the lot with no separate utilities, not used for a commercial purpose and not rented: storage for the owner or tenant, or room for their vehicles, and never a place to keep stock a home business sells. A building meant for commercial use fails that definition, so the zoning question comes before the design.
The zoning district, which the city zoning map shows, sets how far the building sits from the lines and how much of the lot can be hard surface. The table reads off the residential standards in the Unified Development Code:
| District | Rear setback | Side setback, interior lot | Impervious cover limit | Height limit |
|---|---|---|---|---|
| A-R, Agricultural Ranch | 20 feet | 20 feet | 20 percent of the lot | 30 feet or two and a half stories |
| R-R, Rural Residential | 20 feet | 20 feet | 40 percent of the lot | 30 feet or two and a half stories |
| S-R district | 20 feet | 10 feet | 40 percent of the lot | 30 feet or two and a half stories |
| R-1, Single Family | Five feet | Five feet | 60 percent of the lot | 30 feet or two and a half stories |
| R-2, Single Family | Five feet, and the 20 foot front setback | Five feet | 60 percent of the lot | 30 feet or two and a half stories |

What does a commercial metal building on IH 10 or SH 123 in Seguin have to look like?
Not bare metal from the road. Seguin lays corridor overlays over new development on lots that front or adjoin IH 10, SH 46, SH 123 and its bypass, and FM 725, reaching 500 feet back, or 1,000 feet along the North SH 123 Bypass between East IH 10 and East Kingsbury Street. Inside them no part of a building in unadorned concrete block, corrugated panel or any other metal may be visible from an adjoining right of way. Painted or treated masonry, wood, brick, simulated siding and glass are the approved faces, and a side or rear wall can pass where landscaping hides it up to 75 percent of the building height. A single-family house is exempt.
So a steel frame on a corridor lot needs its street faces clad in one of those materials or screened, and that cost belongs in the first price, not the last. The other route is a specific use permit for alternative development, which the Planning and Zoning Commission weighs on height, mass, roof shape, materials, color and landscaping.
Off the corridors the site plan still carries weight. The city guide for new development on a vacant commercial or industrial lot asks for 10 percent of the lot landscaped, a tree and two shrubs for every 400 square feet of it, parking paved in concrete or asphalt, a five foot sidewalk on every street frontage, and on-site detention, designed by engineering study, that holds runoff to the pre-development rate for the two, 10, 25, 50 and 100-year storms. Start construction before the permit and the fees double. Staff hold pre-development meetings on Wednesdays. At $50,000 of estimated construction cost the plans also go to TDLR for accessibility review: the TDLR registration sheet. The building type itself is on commercial steel buildings.

What is under a slab in Seguin?
Mostly clay that moves. Laying the NRCS soil survey over the city limits, this site measures Branyon clay on about 34 percent of the ground and Barbarosa silty clay on about 23 percent, both on nearly level stream terraces, and rates both very limited for small commercial buildings because of shrink-swell. Across every soil mapped inside the limits, about 89 percent of the area carries that very limited rating. About seven percent is floodplain soil, including a map unit that carries the town name: Seguin silty clay loam, flooded.
On that ground the soil report and a foundation designed to it come before the slab drawing. The city residential inspection checklist shows what an inspector looks for at a house foundation: beams and footings at least 12 inches wide and 24 inches deep, the top of the foundation at least six inches above grade, finish grade falling at least six inches in the first 10 feet, and a FEMA elevation certificate on any property in the 100-year floodplain. What the erector needs from the concrete: the slab and foundation sheet.
| Soil map unit | Share of the city | NRCS rating | Reason listed |
|---|---|---|---|
| Branyon clay, 0 to 1 percent slopes | 28.8 percent | Very limited | Shrink-swell |
| Barbarosa silty clay, 0 to 1 percent slopes | 20.1 percent | Very limited | Shrink-swell |
| Crockett loam, 2 to 5 percent slopes, eroded | 6.2 percent | Very limited | Shrink-swell, slope |
| Branyon clay, 1 to 3 percent slopes | 4.8 percent | Very limited | Shrink-swell |
| Queeny gravelly loam, 1 to 5 percent slopes | 4.3 percent | Not limited | None listed |

Floodplain, septic and the driveway, inside the city and out
Inside the limits the city holds the floodplain permit. Nothing in a special flood hazard area is placed, altered or changed in use without one from the Floodplain Administrator, and development within, abutting or next to a floodplain needs a flood study approved by the City Engineer first. A nonresidential building that is floodproofed rather than raised needs an engineer or architect to certify it.
Outside the limits the county takes each one. Guadalupe County Environmental Health, 830-303-8858, requires an on-site sewage facility permit whatever the lot size, charges $600 to apply for a commercial system, and issues the floodplain development permit at $300; Road and Bridge, 830-379-9721, charges $100 for a private driveway crossing and $500 for a commercial driveway (county records, checked 2026-09-13). On the TCEQ record the city of Seguin holds its own septic jurisdiction, apart from the county agent. A new drive onto a state highway such as SH 46 or SH 123 is TxDOT Form 1058 through the San Antonio District, 210-615-1110, with no work on the right of way until the permit is fully executed and TxDOT has 24 hours notice: the TxDOT and county driveway sheet.

Who supplies power and water in Seguin, and is it Edwards Aquifer ground?
Across its own service area, the city does. Seguin owns its electric, water and wastewater systems, runs the electric side on three substations with a fourth under construction, buys its wholesale power from CPS Energy, and builds the extensions that bring service to a new customer. The electric, water and wastewater applications go in with the building permit, filed by the contractor, and Utility Billing on 830-401-2460 handles commercial accounts. The city also says its limits have outgrown its utility service areas in places, where another public or private utility serves the address, so confirm the provider for the lot before the electrical design.
The Edwards Aquifer plan is not a Seguin step. The TCEQ map of regulated zones shows none inside the city limits, and the nearest, a transition zone, lies about 11 miles from the middle of town. In the San Antonio region the TCEQ program names Bexar, Medina, Comal, Uvalde and Kinney counties, not Guadalupe.

Getting a Seguin metal building priced
Bring three answers to the first call: the zoning district and whether the lot is platted, whether it fronts a corridor road, and what the soil report says. Each moves the price before a single wall panel does. Seguin also keeps its own contractor registration, and no permit issues until the contractor is registered with the city Development Services Center.
A single independent metal building contractor gets each request, picks the jobs it takes on and prices those. Texas issues no builder license, a point the San Antonio and Bexar County permit sheet covers for the whole footprint. For a shop behind the house, start at metal shop buildings; the full order of steps is in the start-to-finish San Antonio guide.
